"Leased
circuits" to other licensed operators of telecommunications
systems, sound broadcasting and television systems,
subject to the following conditions. - no circuits shall
be leased, sold or otherwise provided to any user for
the conveyance of a message which originates on the
public switched telephone network at one end and is
put back on the public switched telephone network at
the other end; - no circuit shall be leased, sold or
otherwise provided to any user to bypass or cut out
part of the public switched telephone network for the
conveyance of messages. - the Authority may impose a
surcharge (not exceeding the approved tariff), for the
use of any circuit by the Operator as a means of competing
with other licensed operators for the provision of telecommunication
