The Telecommunications
Regulatory Commission of Sri Lanka (TRCSL) hereby informs the Public that
the International Traffic Bypass Control Rules
of 2003 are Published in the Government Gazzette (Extraordinary) of the
Democratic Socialist Republic of Sri Lanka No. 1290 / 3 dated 26th May
2003 in terms of section 68 of the Sri Lanka Telecommunications Act, No.
25 of 1991 as amended. by Act No. 27 of 1996.
With the introduction of
the International Telecommunication Traffic Bypass Control Rules of 2003,
the Government of Sri Lanka is initiating a process (Through TRCSL) to
eliminate the illegal termination of in bound and origination of outbound
international telephony. The International
Telecommunication Bypass Prevention Task Force (ITB‑PTF) is appointed by
the cabinet to enforce the Rules and to receive information on such
illegal activities.
The Public and. Subscribers
are hereby advised to obtain International Services
from licensed Telecommunication Operators whose Quality of Service
is being monitored by the TRCSL on. a regular basis. (The list of licensed

It is further
notified that if it is revealed that such services are being provided
in contravention of the International Traffic Bypass Control Rules of
2003, such violators shall be prosecuted in terms of the Sri Lanka
Telecommunications Act, No. 25 of 1991 (as
amended).

activities. which will be treated with utmost confidentiality should be
