PROCEDURE FOR MAKING APPLICATIONS TO IMPORT RADIO COMMUNICATION EQUIPMENT INTO SRI LANKA

Applicants who wish to import RADIO COMMUNICATION Equipment into Sri Lanka are hereby informed of the procedure that should be followed for the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) to issue letters of clearance to the Sri Lanka Customs Department.

  1. The application in writing should be forwarded to the Spectrum Management Division of TRCSL with the following:        

  • Comprehensive List of equipment – each item should be clearly
    described. Proforma Invoice,  Airway Bill, Customs detention slip to be attached.(not the code numbers of the manufacturer/supplier)

  • Relevant technical specifications

  • Evidence of authorization of frequency  from TRCSL ( if applicable)

  • Details of location of  installation ( if applicable)

  1. The application would be processed by the TRCSL.

  2. The application would be forwarded to the Ministry of Interior-(MOI) if necessary

  3. The TRCSL will issue a letter to the Controller of Imports & Exports on receipt of  positive response from the  MOI.

  4. Formal invoice would be prepared and rendered to applicant by the TRCSL (if any charges are payable)

  5. The TRCSL will issue a letter of clearance to Sri Lanka Customs on settlement of invoiced charges in full.

  6. For re-export of equipment the following documents should be annexed to the   written application:           

  • Comprehensive list of equipment to be re-exported ( Proforma Invoice )

  • A copy of the approval issued by TRCSL at the time of importation

  • Details of locations where the equipment were installed

Any person who imports or carries by hand, Radio Communication equipment through Sri Lanka Customs are required comply to this procedure.

 Time taken for obtaining approval:

  • 01-03 working days (should MOI clearance not be necessary)

  • 04-07 working days (should MOI clearance be necessary)

Types of Radio Communication equipment that are commonly imported are indicated below.

  •      Cellular Mobile Phones

  •      Cordless Telephones

  •      Remote Controlled Toys/Garage Door Openers

  •      Walkie-Talkies

  •      Wireless Microphones

  •      Telecommunications Systems Operators’ Equipment

  •      Broadcast Transmitting Equipment

  •      Private Mobile Radio Equipment

  •      Radio Telemetry Equipment

  •      Amateur Radio Equipment

  •      Communications Equipment used in boats and ships

  •      Aeronautical & Maritime communications equipment

  •      Satellite communications equipment
