Spectrum Monitoring

The TRCSL conducts routine frequency monitoring throughout the country on regular basis to ensure that spectrum use complies with terms and conditions of the licenses and technical standards.  Monitoring can identify, detect and resolve unauthorised emissions or interference, verify operational and  technical parameters.

The TRCSL has authority to investigate interference to licensed radio communications systems  from other radio communication systems, unintentional emissions or active electrical apparatus and networks.

After the issuance of licenses, the TRCSL has the responsibility to ensure that assigned spectrum is used in accordance with terms and conditions of the license.

The following underlying objectives are fulfilled by spectrum monitoring: 

  • Check whether the authorized users operate the radio communication equipment in accordance with terms and conditions of their licenses
  • Improve spectrum efficiency by determining actual frequency usage and occupancy, assessing availability of spectrum for future uses;
  • Ensure compliance with national spectrum management regulations to shape and sustain radio environments and user behaviour, maximising the benefit of the spectrum resource to society;
  • Protect existing spectrum users and facilitate new spectrum users from harmful interference;
  • Examine the complaints of radio interference caused by emissions from other licensed user or unauthorized user
  • Identify the locations  of unauthorized / illegal use of frequencies or radio equipment.   through direction finding and signal analysis.

TRCSL Monitoring Facilities

TRCSL has established a number of fixed and mobile monitoring stations to monitor the frequency spectrum effectively in various frequency bands ranging from 10 kHz to 24 GHz. All the monitoring stations have been equipped with the State-of-the-Art Integrated monitoring hardware& software to perform the monitoring activities.

Data  collected through spectrum monitoring measures of spectrum occupancy and utilization for purposes of making assignments including the effects of spectrum reuse and band clearing efforts. Monitoring data is used to support spectrum engineering activities including validation of tolerance levels, determining the probability of interference and development of band-sharing strategies.

Resolving Interference

Spectrum monitoring determines measurements of radio waves and radiation causing  interference to licensed radio  communication systems.. Interference may stem from  of authorized emissions causing unintended results such as spurious emissions. Interference may also be caused by unauthorized transmitters or radio equipment operating beyond technical specifications.

If an authorized user experience harmful interference from other radio systems, a complaint could be logged with TRCSL. Complaint Form duly filled in all respects. The interference analysis may require complainants of interference to provide detailed technical data while applying to the TRCSL If required information is not provided, TRCSL may not be able to analyse the harmful interference.

All interference complaints should be submitted to TRCSL using specified form which is available at the spectrum division of TRCSL and can also be downloaded from here.

TRCSL will conduct a monitoring secession on the complaint received and take necessary measures to eliminate the interference. TRCSL will inform affected user the outcome of the monitoring carried out and the subsequent action taken.
