Stakeholder Meeting on the Single Window Concept for Expediting Approvals under the “Gamata Sannivedanaya” Project

A stakeholder meeting on the “Way Forward for the Single Window Concept” to expedite the approval process under the “Gamata Sannivedanaya” Project (GSP) was held on 10th November 2025 at the Telecommunications Regulatory Commission of Sri Lanka (TRCSL).

The GSP is a national initiative aimed at fostering inclusive digital transformation by expanding telecommunication services to unserved and underserved areas, ensuring comprehensive 4G coverage and equitable access to digital services across the country.

The meeting was chaired by Hon. (Eng.) Eranga Weeraratne, Deputy Minister of Digital Economy and attended by Mr. Waruna Sri Dhanapala, Acting Secretary, Ministry of Digital Economy, the Director General of TRCSL, and senior officials from multiple government agencies, including the UDA, CEA, BOI, Ministry of Defense, NBRO, CEB, Department of Archaeology, Forest Department, and others. CEOs and senior representatives of Cellular Mobile Operators also participated by invitation.

The session commenced with a Welcome Address by Air Vice Marshal Bandula Herath (Retd.), Director General, TRCSL, followed by Opening Remarks by the Deputy Minister of Digital Economy Hon. (Eng.) Eranga Weeraratne. Acting Secretary, Ministry of Digital Economy Mr. Waruna Sri Dhanapala presented the Government’s Vision for Digital Infrastructure Development, and Mr. Nishantha Palihawadana, Director – Special Projects, TRCSL, elaborated on the strategic role of GSP in achieving national digital goals.

A presentation by Mr. Supun Weerasinghe, Group CEO of Dialog Axiata PLC, addressed key challenges in the current approval process and recommendations for the proposed Single Window Mechanism to enhance coordination and expedite implementation.

An open discussion followed, focusing on collaborative approaches to accelerate the GSP rollout and strengthen Sri Lanka’s digital transformation efforts.
